REFINERY SECURITY AND

SEARCH FACILITY BUILDINGS

Complete civil and MEP works on two buildings at the SAMREF refinery in Yanbu, delivered for main contractor SAS Systems Engineering across 2025 and 2026.

[ 01 ] THE PROJECT

TWO BUILDINGS, ONE CONTRACTOR, STRUCTURE TO COMMISSIONING

Green Flash delivered the security buildings and the search facility building at the SAMREF refinery in Yanbu, the Saudi Aramco Mobil Refinery, working for main contractor SAS Systems Engineering. The scope was complete civil and MEP, which means we carried the same buildings from foundations and structure through to tested and commissioned services.

Buildings like these sit at the boundary of an operating plant and run continuously. The services in them have to work in Yanbu summer conditions, the electrical supply has to be reliable because access control depends on it, and the fire provisions have to satisfy the same authority that governs the rest of the site.

[ 02 ] WHAT WE DELIVERED

CIVIL AND MEP UNDER A SINGLE SCOPE

[ 01 ]

CIVIL WORKS

We delivered the building works for both structures, which puts the same contractor in charge of the openings, penetrations and builder’s work that the services later depend on.

[ 02 ]

MECHANICAL AND HVAC

We installed the air conditioning and ventilation for continuously occupied spaces, sized for Yanbu coastal conditions rather than a generic design day.

[ 03 ]

ELECTRICAL AND LIGHT CURRENT

We installed power distribution, lighting, small power and containment, along with the light current routes that security systems in these buildings rely on.

[ 04 ]

FIRE AND LIFE SAFETY

We delivered the fire protection and detection provisions to NFPA and the Saudi Building Code.

[ 03 ] HOW WE DELIVER WORK LIKE THIS

OUR METHOD ON LIVE INDUSTRIAL SITES

[ 01 ]

COORDINATION BEFORE INSTALLATION

We coordinate containment, ductwork and pipework against the structure at shop drawing stage, so the second trade into a ceiling is not the one that loses.

[ 02 ]

ONE ACCOUNTABLE CONTRACTOR

When civil and MEP sit with one contractor there is no argument about whether an opening was wrong or a service was late. We own both sides of that interface.

[ 03 ]

TESTING RECORDED AS WE GO

We record pressure tests, insulation resistance, continuity and balancing as the work proceeds rather than reconstructing the file at the end.

[ 04 ]

COMMISSIONED, NOT JUST INSTALLED

Systems are proven against their design intent and handed over with as built drawings and the test records an operator needs to maintain them.

[ 04 ] WHY IT MATTERS

INDUSTRIAL WORK IS A DIFFERENT DISCIPLINE

Refinery and petrochemical sites judge contractors on documentation and predictability as much as on installation. Delivering two buildings end to end for a main contractor in that environment is a different proposition from fitting out an office floor.

This work sits alongside our other heavy industrial projects, including fire protection on a power generation plant at Rabigh and civil and MEP works at an aircraft component factory in Jeddah.

[ 05 ] QUESTIONS

WHAT CLIENTS ASK FIRST

Do you work as a subcontractor to a main contractor?

Yes. On this project our client was the main contractor, SAS Systems Engineering. We are comfortable working inside another contractor’s programme and reporting into their site management.

Can you take civil works as well as MEP?

Yes. On these two buildings the scope was complete civil and MEP. Taking both removes the interface where builder’s work openings and service routes usually go wrong.

Do you work outside Jeddah?

Yes. Our teams work from Jeddah, Riyadh, Yanbu, Rabigh, King Abdullah Economic City and Amaala on the Red Sea.

What do you hand over at the end?

As built drawings, test and inspection records, equipment data sheets and the operation and maintenance file. If it is not in the file, somebody pays to find it later.

Send the drawings, or just the building type, the location and whether civil works are in scope. We will come back with how we would run it.
